Victoria’s work with the IAFC included a portfolio of programs which focused on collaborative work with other national fire and emergency service organizations, such as the International Association of Fire Fighters, the National Fire Protection Association and the Congressional Fire Services Institute. She led several projects that brought together representatives from these organizations and others to develop training programs, reports and assessments, and other resources for the fire and emergency services. While at the FirstNet Authority, she worked closely with the Public Safety Advisory Committee (PSAC) and associations from all public safety disciplines. She focused on public safety consultation efforts across the U.S. and was a member of the team that developed the 56 individual state and territory network deployment plans.
With a strong commitment to public safety and focus on collaboration, her leadership and energy have resulted in several successful public safety agency and technology company partnerships.
Victoria received a B.A. from the College of William & Mary and a M.P.A. from George Mason University. She is based in Bend, Oregon, where she spends as much time as she can outdoors.

Drew Delaney is the Chief Operating Officer of Allerio, a smart connectivity solution for first responders and other public safety personnel which provides a reliable communications platform facilitating the exchange of critical information and data from the field. He also serves as the Director of Growth & Advisory Services for the Public Safety Network.
Drew has nearly 20 years of experience in wireless technology, public-private partnerships and public safety. His roles have spanned government affairs, business development, marketing, product development, and strategy with Fortune 500 companies, start-ups, and federal and state governments.
Prior to Allerio and the Public Safety Network, Drew worked for the First Responder Network Authority on Enterprise Strategy, Products & Solutions, Contract Evaluation, and Government Affairs. He led the organization’s efforts to incorporate public safety user feedback into the development of specialty devices and IoT solutions for the FirstNet network, and helped develop the strategic direction for network reinvestment, public safety market engagement, and industry partnership development.
Drew’s experience in wireless technology and public safety began in 2005 at Lucent Technologies (now Nokia) working with Congress and the FCC to allocate spectrum to public safety and fund a dedicated wireless broadband network. He then attended the Kellogg School of Management where he interned in Mobile Advertising Sales at Google and served as a part-time Business Analyst for a mobile applications development firm.
In 2012, Drew joined a FinTech start-up as Vice-President of Government Affairs, Sales and Marketing to help developed a public-private partnership with the state of Illinois. Under Drew’s leadership, the firm streamlined payment processing at 28 agencies, signed up over 700 state government vendors, and financed over $1 billion in late payments within two years.
He graduated from Cornell University with a BA in Government and American Studies and Northwestern University’s Kellogg School of Management with an MBA in Technology Industry Management, Marketing, and Entrepreneurship. He currently resides in Mount Pleasant, SC with his wife and three children.

Rhiannon Bogozi is the Operations Manager of the Public Safety Network. Her experience in public safety began nearly 15 years ago as a volunteer firefighter and EMT. She then went on to work for the International Association of Fire Chiefs (IAFC).
Rhiannon starter her career at the IAFC as a Program Coordinator for FEMA funded grant programs focusing on volunteer fire department recruitment and retention efforts. During her time in this position, she coordinated marketing efforts, created new education and training programs, and assisted in the revitalization of existing training programs. She later went on to become a Conference Coordinator and worked with a team to help organize the IAFC’s national and international fire service and EMS conferences. She also assisted in the 2020 redesign of IAFC’s Fire Rescue International (FRI).
Rhiannon’s skills lie in organization, process and procedure creation, and training and education. During her professional career, she has created or assisted in the creation and implementation of numerous training programs spanning multiple disciplines.
Rhiannon is currently pursuing her B. S. in Homeland Security from American Public University. In her free time, she can be found running around with her four children, hiking Virginia trails, or working on a project in her craft studio. She is based in Stafford, Virginia.

In addition to the Public Safety Network, David also works with the Western Fire Chiefs Association because, between them, they are the most entrepreneurial group of Public Safety leaders in the United States. David also co-founded Intterra, the premier Situational Awareness and analytics platform in the Fire Service. Hatched in Public Safety by the Colorado Springs Fire Department as a Senior GIS Analyst, David was a computer nerd that was ruggedized for Fire by the CSFD. He applied tactical GIS and analysis for major incidents, operations, business and risk analysis, deploying to incidents of all kinds both in Colorado and nationally.
In his spare time, David can be found fly fishing in the Colorado Rockies or chasing waves with his wife and 3 babies (well, they’re not so little anymore…).

Steve grew up in Northern Indiana, attended the Cleveland Institute of Art & Design and moved to Duluth in 1990.
An avid outdoorsman, Steve spent 10 years competing in the In-Fisherman Professional Walleye Trail and enjoys anything outdoors during any season in the solitude and beauty of the Northland.

Jason brings nearly 30 years of legal and business executive experience in the telecom, technology, media/advertising and public safety environments, having managed within large corporations, start-ups and the federal government, including the FCC, MCI and Accenture.
Prior to starting the Public Safety Network, Jason was the General Counsel as well as a Senior Executive with FirstNet. In this capacity, Jason was responsible for interpreting the complex law that created FirstNet and developing and implementing the critical legal strategy and framework for successful deployment of the nationwide public safety broadband network. As one of the founders of the FirstNet team, Jason played a key role in architecting the first of its kind strategy and business model for creating a financially sustainable wireless broadband network to benefit public safety with dedicated and enhanced communications and tools, through a public-private partnership with industry valued at more than $40 billion.
Jason received a B.S.E. with honors in Electrical Engineering from Duke University and a J.D. from New York University School of Law.

He is one of the co-founders of the Public Safety Network, a strategic advisory firm specializing in empowering public safety with lifesaving technologies. He also served as CEO of Allerio, a wireless connectivity platform as a service (PaaS) solution for first responders.
Prior to the Public Safety Network, TJ was the President of the First Responder Network Authority, known as FirstNet, an independent government authority charged with creating the first ever financially self-sustaining broadband nationwide network for public safety. He led FirstNet from a start-up inside the United States government to become a $40 billion public-private partnership (PPP) that is governing a mission critical LTE network in all 50 US states, 5 territories, and the District of Columbia. This PPP is the largest ever in the United States and is now providing prioritized and preemptive public safety communications to law enforcement, fire, and emergency medical services personnel. Prior to FirstNet, he was the President of Raytheon JPS Communications and led the Public Safety business at Raytheon Company.
As a reliable and dedicated leader, TJ has defined and achieved organizational excellence and created complex business strategies that have achieved incredible results while working in a political environment with diverse stakeholders.
TJ received his B.S. from the University of Utah and his M.B.A. from Johns Hopkins University. He started his career in public safety as a firefighter, state trooper and flight paramedic in Utah.
